In freelancer, you have the option to upgrade your bids, and place your bids highlighted or above all to get noticed fast with paid plans, they have 3 plans based on the benefits they provide you.
I won’t recommend you purchasing any paid plans unless you have money to waste or good experience with the skill you want to work with.

Online sites other than Freelancing
There are many sites other than freelancing sites that offer you proofreading jobs and editing jobs and pay you hourly or on a per-project basis, many of these sites are free to sign up and have specific criteria to work and rate your work at the beginning for ensuring the quality of work.

Most of these sites will not ask you for any qualification or portfolio, however, they all have TESTS inside the dashboard area, where you can gain ratings bypassing those TESTS to ensure quality work and showcase your basic skills of Proofreading and editing.
